Sally brings a decade of experience in public policy and political strategy to CSG clients. With her unique expertise in leading one of the most effective offices on Capitol Hill, she knows what it takes to build bipartisan coalitions, align stakeholders, and push your way across the finish line. Fundamentally, Sally knows that Members of Congress care about what their constituents care about. And, she knows how to get constituents to care about an issue.
Before joining CSG, Sally served as chief of staff, legislative director, and chief political adviser for former Arizona Congressman Tom O’Halleran, who served on the House Energy & Commerce Committee and as a co-chair for the powerful House Blue Dog Coalition.
Sally built and managed a team that earned Rep. Tom O’Halleran the recognition as “one of the most effective and bipartisan Members of Congress.
Sally knows how to pass bills. In addition to serving as a critical liaison between House moderates and the White House, she was part of key negotiations that led to the historic passage of the Inflation Reduction Act, the American Rescue Plan, the CHIPS & Science Act, and the bipartisan infrastructure law. She also authored a measure that increased the number of medical residencies in rural areas and advanced it to the House floor, where it passed by an overwhelmingly bipartisan vote.
Prior to her time on Capitol Hill, Sally worked in the private sector helping clients get public policy results in Congress and across two presidential administrations. She advanced her client’s interests in defense, veterans’ affairs, state and foreign operations, immigration, plant-based agriculture, and environmental education policy, and successfully got language passed into law.
